Regular decals are two dimensional and can be applied to curved surfaces. Domed decals are three dimensional and cannot be applied to curved surfaces. Domed decals achieve their 3-D look with a thick polyurethane material coating which is poured over the top of the decal, and then hardens protecting the graphics underneath.
